We've seen the likes of Japan and Qatar get invited to a 12-team Copa recently, so a country as far away as Israel would not be anything unusual. Though I'm not sure this kind of agreement sits well with me. Why not just invite Israel to the 2028 Copa if/when Israel fails to qualify for the Euros? Take one 4-year cycle at-a-time. This agreement sounds open ended and seems to open the door for Israel to be a part of every Copa America and maybe Copa Libertadores too. And that (especially Israeli clubs in Libertadores) is just silly nonsense, imo.
It is very strange and out of the blue other than it provides another stream of revenue for CONMEBOL. Could be Israel doing some preemptive logistics just in case UEFA bans them for some political "Free Palestine" sorta thing. We all saw rumors of Russia trying to join AFC the last couple years so they may be trying to stack the deck in their favor before all the possible craziness occurs in a similar fashion.
Let's try to keep the name calling and political accusations to a minimum. But yes, it is bit bizarre but when it comes to money for CONMEBOL and when it comes to Israel trying to get guaranteed competative matches it makes a little sense at least.

I don't see any reason (with all the $$$ involved) for the Copa to not permanently become a 16 team competition with 6 invitees. Especially now that it seems it's a quadrennial competition rather than a biennial one. Only reason I see that changing is if they start frequently having non-CONMEBOL finalists, if someone is waiting for a Copa America finals for four years and by some fluke gets a USA-Mexico final...well that won't be sitting well.
Well, one reason for not making it a 16-team competition permanently is that the tournament loses its identity as being the South America championship. Which seems kind of like an important element to lose.
Countries would rather host 10-12 team tournaments too. No one wants to see empty stadiums of matches between Israel and Costa Rica. 16 team tournaments only really make sense in the USA or cohosted plans.

From 1916 to 2023, CA was held 43 times. 10 participants was hardly the norm: - 29x with 8 teams or less: 1916-1967; 1x3t, 10x4t, 5x5t, 5x6t, 6x7t, 2x8t. - 7x with 10 teams: 1975-1991, 2021. <-- 16.2% of editions - 10x with 12 teams: 1993-2015, 2019 - 1x with 16 participants: 2016 The 10-team identity of that tournament was dead by 1991, only to come back once in the middle of a pandemic.
A necessary increase nonetheless. With 12 teams, you have a boring group phase where (not 75%) 66% of 3rd teams still make it to knockout phase. That's how CA 2011 ended up with both PAR and PER playing medal matches. Stakes need to be higher to sell a TV product outside of Conmebol frontiers.
Yet every other confederation's championship that I can think of and the World Cup also advances 66% of third-place teams. Would adding, say, 6 CONCACAF and 2 third-tier CAF teams to the Euros make the Euros so much better just because it would lead to no 3rd-place teams advancing from the group stage?
